The Montréal Airport Improvement Fee (AIF) training guide is delivered
electronically and is available in PDF format only. The guide requires
the presence of Adobe Acrobat Reader on the PC where the document will
be opened or printed. The document is 8 pages long, in 8½ X 11 format,
certified virus-free, and is available in English only.
The guide focuses on a complete overview of the collection and ticketing
procedures to accommodate a transition from an airport collected AIF to
a ticketable AIF beginning on 15 January 2003. Key topic include:
General Overview, Application of the AIF at both Montréal Dorval and
Mirabel Airports, Tax on the AIF, Exemptions and Passengers Not Required
to Pay the AIF, Ticketing Examples, and Refund and Reissue Procedures.
It should be noted that the guide will go into great depth in
detailing proper handling of exchange ticket transactions which are
particularly complex, as well as transactions where the date of travel
changes. These procedures are complicated by a two level AIF structure
beginning in March 2003. A key objective of the guide is to assure that
all stakeholders have correctly collected the proper AIF to guard
against unfunded liabilities and agency debit memos.
The training guide primarily focuses on tickets issued in Canada.
